The Relief Rehabilitation and Settlement Department (RRSD) is mandated to formulate Policies, Strategies and Guidelines for Relief, Rehabilitation and Emergency activities in the Province. Provincial Disaster Management Authority (PDMA), Rescue 1122 and Directorate of Civil Defence serve as implementation agencies of RRSD to effect these instruments.

 The Provincial Government attaches due value to human lives and well-being. Therefore, it considers RRSD as one of the priority Departments which operates not only to save human lives in events of disaster but also ensures human well-being through rehabilitation and resettlement. RRSD and its attached formations are equipped with state-of-the-art physical facilities and finest human resource to discharge their mandate.

 RRSD has displayed tremendous capacity of evolving overtime to respond to changing nature of disaster. This is why when locust swarms entered the Province in January 2020 or emergency arose due to outbreak of COVID - 19 pandemic, RRSD swiftly rose to the occasion to manage situation. Thanks to former Secretary RRSD Mr. Muhammad Abid Majeed who led the Department through these emergencies.

 We pray to Allah that RRSD continues to maintain its high standards of operational capabilities so that the prime objective of the Provincial Government i.e. security and well-being of people of the Province is ensured in the days to come.

Civil Defence Organization was established under the Civil Defence (Special Powers Ordinance),1951 which later on became Civil Defence Act,1952.The provincial Civil Defence Directorate of Khyber Pakhtunkhwa was established in August,1971 at Peshawar. Keeping in view the two wars with india the Civil Defence facilities were extended to the rest of selected towns of Khyber Pakhtunkhwa during 1977 & onwoard to ex-FATA in the years 1985-86. • Mandate of Civil Defence is to protect and prepare the population/general public for potential attacks and crisis situations in the context of war.....

Capacities for warning, first aid, fire fighting, bomb disposal, search and rescue are enhanced and promoted through basic Civil Defence trainings to the general public, students of Schools/Colleges and volunteers. • In 1994, the mandate of Civil Defence was broadened through ammendments in the Civil Defence Act,1952 by the Parliament, to play an important role not only in times of war but also in case of natural calamities and human disasters in peace time. • Training for Civil Defence Officers/ Instructors and volunteers from National Institute Fire Technology Islamabad, Civil Defence Academy Lahore, Federal Civil Defence Training School Hayatabad Peshawar and Federal Civil Defence Training School Abbottabad. • Implementation of Civil Defence (Measures for Dealing with outbreak of Fire) Order, 1987, under Sub Clause 4 & 5 of Rule 9 of the Civil Defence (Special Powers) Rules 1951. Implementation of Fire Safety Order, 2019. • War time contingency plan.
